By default, no. The reasoning behind this is that phpMyAdmin is a known target for hackers, and we want to ensure security against those kinds of threats. We suggest using Sequel Pro (OS X), or Toad for MySQL (Windows) to interact with your database, both of which are freely available.
If absolutely required, we can make an exception and install phpMyAdmin by request. However, please familiarize yourself with the inherent security risks involved with this.
